  • A certain John Smith of London, an apprentice, was sent by a syndicate led by the Earl of Pembroke to investigate the fishing industry in Shetland. His account amongst other pamphlets possibly led to the introduction of a new tax laid on all foreign vessels fishing in British waters. He reported the Dutch herring fleet at 1500 busses of 80 tons each accompanied by twenty rafters or ships of war carrying 20 guns each. In addition he estimated 400 doggers of 60 ton fishing with hooks and lines for ling and cod.
