I think you are correct with the date, this is from the SIC site...

Executive Committee - 1 February 2005 The minute of aforementioned meeting was confirmed, on the motion of Mr A J Cluness. Min. Ref. 01/05 - Shetland Flag Members congratulated the Convener for securing official recognition for the Shetland flag. Members unanimously resolved that the Shetland flag would now be flown from the Town Hall when the Council was in session, rather than the flag bearing the Council Crest
